As is said further down the article, the Sydney women obviously had no idea who the hell Jamie Kennedy is, so it made it harder for him to pick up. Try being a genuine person without the ego, instead of a wannabe superstar, and I'm sure you'd have more success, numnuts...
As far as the tipping goes, he should read up on the customs of the country he is visiting so he knows what to expect. As a general rule Australians don't tip, and if you want good service give the wait staff some courtesy and you usually get it in return. Money doesn't buy everything.
